City Manager's Progress Report: Feb. 2025
This is the City Manager's Update that was presented to the Edmond City Council on Monday, Feb. 10th, 2025. Items Discussed: Sales Tax Update: 00:10 ADA / Traffic Signal Improvements: 00:47 Joint Use Library and YMCA: 01:27 Hafer Park Improvements: 02:17 Sales Tax update We have received the report on the Sales, Use and Lodging tax revenue received in January. These numbers cover actual sales from November 2024, reported to the Oklahoma Tax Commission in December and collected by Edmond in January. The year-to-date numbers show our combined collections from Sales and Use taxes are down 0.61 percent. To break that down, the numbers show Sales Tax collections are down this month over this time last year by a negative 1.98 percent, while Use Tax collections are up over this time last year by 6.37 percent and Lodging Tax collections are up over this time last year by 6.65 percent. ADA/Traffic Signal Improvements If you have driven through downtown the past month, you know that work on the $1.85 million Broadway-Downtown ADA/Traffic Signal Improvement Project has begun. Progress has been made on the first of six intersection and sidewalk improvements that will create wider, safer curb ramps, put in place more prominent crosswalk markings, replace existing traffic signal cabinets and provide new audible pedestrian push buttons. The intersections scheduled for improvement include First Street, Main Street, Hurd Street, Campbell Street, Edwards Street and Ayers Street. The project – approved by City Council in September 2024 and paid for by funds awarded through the American Rescue Plan Act -- means there will be temporary lane closures in place and those will shift depending on the corner where work is being performed. Work on the first of the six intersections is expected to be completed soon, with cooperative weather. We are working with our contractors to ensure the impacts are as limited as safety requirements allow. This means work will take place one intersection at a time and construction will not close traffic on cross streets. Traffic signal work will occur only on Sundays, and project work will be scheduled so it will not impact planned events like Heard on Hurd or the Arts Festival. Joint Use Library and YMCA Work moves forward on the three-way partnership between the City, the Metro Library System and the YMCA of Greater Oklahoma City. Right now, concrete walls are going up and slabs are being poured, and the final bid package, the playground equipment and turf, closed last week. The target date of early 2026 for completion of construction remains on target for the new facility, which will be located along 15th Street just east of I-35 on land previously owned by Henderson Hills Baptist Church. The need for this joint use building arose because the Edmond library is the busiest branch in the state and the YMCA is seeking to fill more needs in the community by operating a facility that is closer in size to the Mitch Park YMCA – the busiest of the 14 branches in the Greater OKC area. The success of the Mitch Park YMCA and Edmond Center Court has proven that when resources are pooled the community wins. This construction cost of the $31.6 million project is divided between the City, the Library and the YMCA. Broken down, the City pays $30 million of construction costs, while the YMCA pays $1.5 million and the Library $140,000. The YMCA will reimburse the City for half of its side of the construction over a 15-year period, returning an anticipated total dollar amount of $12 million to the City. Hafer Park improvements Seems like we spend a lot of time talking about good things happening at Hafer Park. Recently, of course, Council heard and approved some changes to the MOU with the Edmond Land Conservancy group. That action opened the door for application for an $800,000 grant from Land & Conservation Fund for money to move forward with projects supporting the development of the Charles D. Lamb Nature Preserve. If successful, that grant funding would help bring some exciting projects for that new area of the park, including a trail bridge over Spring Creek – connecting the area to Hafer Park – multiple trails, and an outdoor classroom area. As well, work on the $17.5 million improvements to the AC Caplinger fields facility continues. Demolition of the old fields and earthwork continues, though some challenges have been found during that process. Design work for updates and improvements to the Pelican Bay Aquatic Center are nearing completion, which will mean a cost estimate on the project should be forthcoming, though any work would be scheduled after the 2025 swim season. And finally, a much-needed new restroom project is completed and now open to the public.
